Currently Not Collectible: When the IRS Pauses Collection of Your Tax Debt
If paying the IRS would leave you unable to meet basic living expenses, you may qualify for Currently Not Collectible status. Here is how it works.
If paying the IRS would leave you unable to meet basic living expenses, you may qualify for Currently Not Collectible status. Here is how it works.

When a taxpayer owes the IRS but cannot pay without falling below basic living expenses, Currently Not Collectible (CNC) status pauses collection activity until their financial situation improves. It is not forgiveness — the debt remains — but it provides essential breathing room.
CNC status is granted based on a financial review using Form 433-F or 433-A. The IRS compares your income against allowable living expenses (housing, food, transportation, healthcare) defined by national and local standards. If your allowable expenses meet or exceed your income, you may qualify.
While in CNC status, the IRS generally suspends levies, garnishments, and other enforced collection actions. The statute of limitations on collection continues to run, which means a debt in CNC for long enough can eventually expire.
CNC is not permanent. The IRS reviews CNC accounts periodically — often every year or two — and requests updated financial information. If your income has recovered, the account may be returned to active collection or converted to an installment agreement.
Importantly, penalties and interest continue to accrue while in CNC, and any tax refunds due to you will be applied to the debt. The status is a pause, not a resolution.
CNC is most appropriate for taxpayers experiencing genuine hardship — job loss, medical crisis, or fixed income below their living costs. For those who can pay something, an installment agreement is usually a better long-term solution.
If collection actions are threatening your ability to pay rent or buy food, CNC status may be the protection you need. A representative can prepare the financial disclosure and present your case in the terms most favorable to you.
